Too much focus on state or federal policy can overlook local ordinances, board decisions, or agency rulemaking that affect communities just as much —especially in the South.
What helps: Scan for influence beyond the legislature. Local zoning boards, school boards, or state agency rules can be powerful—and more accessible—paths for change.
