What We’re Noticing: The Sweet Spot Is in the Strategy

Policy, communications, and engagement require different skills, different capacities, and often have different immediate outcomes.

Policy work may be focused on research, analysis, policy development, or influencing a decision. Communications may be focused on understanding, visibility, narrative, or reaching a particular audience. Engagement may be focused on participation, relationships, community input, or mobilization.

Those differences matter. Integration does not mean asking one person or team to do everything.

But it also does not work well when each area develops its strategy independently.

A policy team can identify the right solution without considering what people understand about the issue. A communications team can develop strong messaging without being close enough to the policy substance. An engagement team can build relationships and gather valuable input without a clear connection to the decisions the organization is trying to influence.

The sweet spot is the strategy connecting all three.

That means developing the work together early enough to ask:

• What are we trying to change?

• Who needs to understand, participate in, or act on this issue?

• What does each area need from the others?

• What outcome are we expecting from policy, communications, and engagement respectively?

• Where should those efforts intersect?

Each function can still have its own goals, expertise, workplan, and measures of success. But they should be working from a shared understanding of where the organization is trying to go.

The goal isn't to make policy, communications, and engagement the same work. It's to make sure they are contributing to the same strategy.

At Chase Gen Strategy Consultants, we help organizations connect these pieces through strategy that considers what needs to change, who needs to be involved, and how the work moves forward.

If your organization is working to better connect policy, communications, and engagement, connect with us to discuss how we can support your strategy.
