No policy stands alone. Local, state, and federal decisions are linked in ways that shape how communities experience change. To understand one, you have to see the others. 


State policy often takes center stage, driving big decisions on healthcare, education, voting rights, and taxes. But state policy does not exist in isolation, and its impact depends on strong local implementation. Cities and counties are often the ones carrying out these decisions, usually with limited resources and capacity, to make sure policies actually reach people on the ground. 


Federal policy matters just as much. National debates on climate, taxes, or civil rights set the parameters for what states can do and often provide the funding that makes local solutions possible. State leaders must understand these connections to design policies that not only look good on paper but actually deliver results in people’s lives.
